A teen who’s still developing at 16 is just as normal as one who finished at 13. Comparing to classmates or to what shows up online isn’t a useful measuring stick, because none of it reflects the real range of normal.

Breast development can start and finish at meaningfully different ages between individuals. Some complete most of their growth by 15, others continue gradually into their late teens or early 20s. Reassurance that both earlier and later development are genuinely common, rather than only polite reassurance, is worth repeating since peer comparison at this age can feel very high-stakes even when it isn’t medically meaningful.
